RHP 12 Learning Collaborative Webinar Announcement

 Dear RHP 12 Partners:

We are excited to announce the roll out of our Regional Learning Collaborative! The aim of the RHP 12 Learning Collaborative is to support the planning and execution of our DSRIP projects.

Our strategy is to engage regional providers and stakeholders in a collaborative format to:

  1. Share  best practices

  2. Learn/implement evidenced based models

  3. Implement best practices

  4. Network

  5. Provide support

  6. Identify and measure outcomes


We are preparing to roll out the RHP 12 Learning Collaborative through a webinar scheduled for Friday, January 31, 1:30-3:00.

The webinar will serve to provide our partner providers with an increased understanding of the following:

  • CMS recommendations for learning collaborative

  • Region 12 learning collaborative goals

  • Key activities to make participation in learning collaborative successful

  • Learning Collaborative Menu

  • Cohort goals and expectations

  • Improvement methodology for learning collaborative

  • Advisory Committee roles

We are excited to introduce the newest member to Region 12’s anchor team, Debra Flores. Debra will be leading our region’s learning collaborative. She joins our team with 30+ years of healthcare experience and a PhD in education & curriculum.

RHP 12 Annual Report

As a requirement of the Program Funding and Mechanics Protocol each Regional Healthcare Partnership must submit an annual report to HHSC by December 15th each year. The template for the annual report was provided by HHSC.

Anchor Waiver Updates from HHSC

3-year projects

·        Thank you for your prioritized list for 3-year projects. We want to let you know that HHSC leadership has determined that funds not used by regions will be redistributed among regions that have projects to fund, rather than used for statewide initiatives. HHSC will not know the full amount available until after CMS provides results of the 48 remaining projects, but there is at least $204 million available for redistribution. Funds will be distributed by initial RHP allocation in the Program Funding and Mechanics Protocol, as specified in rule.

·        HHSC is working on the template for submission of 3-year projects and will provide the info in mid-November. Projects will be due to HHSC December 20.


Phase 1 project review - final CMS approval

·        Regarding those 48 remaining projects that have not yet received a decision from CMS, HHSC has learned that it will likely be late November, either the week of the 18th or the 25th, before we receive final CMS determination for those projects.  However, HHSC has gotten informal feedback from CMS that it appears that almost all of the remaining projects are likely to be approved.  If there is a project in your region that HHSC has heard from CMS is likely not to be approved, we will reach out to you.


Annual Reports

·        The first RHP annual report for DY 2 is due from each anchor by Dec. 15. HHSC is working on a template to assist with that requirement and we plan to send that guidance to you next week. 


Phase 4

·        Thank you for your participation on the Phase 4 Webinar this week.  We know we have sent you a lot of information to complete so we hope you found the webinar helpful.  Some of the documents that were first posted on the website had some glitches so those have been updated and reposted.  They are also attached to this email:

o   The Core Components List is attached (and now posted on the website) as an Excel file instead of a PDF so you are able to view all of the information in the cells.

o   The Plan Modification Form had some issues with formatting which have been resolved.  Please use the attached version instead of the one posted to the website on 11/5/13.

o   There is also an Excel file of Cat 1 & 2 project Milestones and Metrics attached that has been posted to the website.  This should facilitate looking up milestone and metric information that is also contained in the RHP Planning Protocol.


October reporting

·        HHSC has heard from a few providers that they did not submit October reporting by the deadline of October 31, 2013.  HHSC plans to send information out to anchors by next week indicating who those providers are.  If a provider failed to meet the October 31, 2013, deadline, HHSC will give them just one opportunity to either request carry forward or demonstrate they met their milestones/metrics during the December 2013 period when other providers will be responding to request for missing information to support achievement claimed in October.  Providers that missed the October 31 deadline will not have a "needs missing information" opportunity based on their December reporting.  If they earn DSRIP funds based on what they report in December, the payment will be in July 2014.




HHSC announces Phase 4 template distribution and related Webinar



Early next week HHSC will be sending out your Phase 4 templates and a Phase 4 companion document.  To facilitate completion of Phase 4 deliverables, HHSC will be hosting a webinar on Wednesday, November 6th.  Log in information is below.
