HHSC Hosted Webinars - Friday, September 7th

The Program Funding and Mechanics (PFM) Protocol and the RHP Planning Protocol (DSRIP menu)serve as the basis for RHP Plan development.  The PFM Protocol has received federal approval from Centers for Medicare and Medicaid Services (CMS). The RHP Planning Protocol is expected to be finalized by mid-September. RHP Plans are due to HHSC no later than October 31, 2012.

 

The following information related to the PFM Protocol is on the website: the DSRIP Pass 1 hospital allocations, list of safety net hospitals, and minimum private hospital DSRIP funding by RHP to be eligible for Pass 2. The federally approved PFM protocol will be posted on the waiver website under “Tools and Guidelines for Regional Healthcare Partnership Participants” athttp://www.hhsc.state.tx.us/1115-waiver.shtml.

RHP Planning Protocol Webinar from 10:00 a.m. – 11:30 a.m.:

Participants can choose to log in online to view the slides and listen to the audio conference OR to call in only for the audio portion.  Participants should dial in to the audio portion of the meeting 15 minutes prior to the start of the Webinar. They automatically will be connected to the meeting room and will hear music until the start of the webinar.

RESCHEDULED- September 6th Regional Planning Meeting moved to September 13th

We will not have a Regional Planning meeting on Thursday, August 6th from 2-4 p.m.

This time was original reserved for a regional meeting pending updated information. HHSC does have updated information but they will be hosting webinars on Friday, September 7th, to cover the updates therefore we will not duplicate those efforts.

We will have a LIVE, face to face, regional planning meeting on Thursday, September 13th from 2-4 p.m. This meeting will be held at two locations: Texas Tech HSC Lubbock and Texas Tech HSC Amarillo.

Pass 1 Hospital Allocations Spreadsheet

The state has posted a Pass 1 Hospital Allocation spreadsheet.

HHSC must finalize individual hospital allocations by early September so RHPs and Performing Providers have that information as they develop RHP Plans and complete electronic workbooks required with plan submission. If your hospital participated in the DSH program in federal fiscal year (FFY) 2012 or the former Hospital UPL program in FFY 2011 and the hospital is not listed, please send an email to This email address is being protected from spambots. NOTICE- Delayed Implemenation of UC Tools and Advanced UC Payments to Hospitals

Delayed Implementation of UC Tools: The Texas Hospital Uncompensated Care Tool (TXHUC), the Texas Physician Uncompensated Care Tool (TXPUC) and instructions for both tools are being removed from the Health and Human Services Commission’s (HHSC’s) Rate Analysis Department website. The TXHUC and TXPUC tools are being revised and will be reposted on the website during the first week in September.

Providers will have 30-days from the date of the reposting to complete the revised tools. The reposting will include enhanced guidance to providers in completing the TXHUC and TXPUC tools. We appreciate all the feedback and questions that providers have given us regarding the completion of these tools. It is because of this feedback that we feel it is necessary to revise these tools and provide additional guidance.

Please do not submit the current tools. Providers should continue to collect the data necessary to complete the revised tools once they are reposted. Thank you for your patience as we refine the tools and work to make the collection of this important data to pay for uncompensated care more accurate and efficient.

Advanced UC Payments to Hospitals:  To avoid potential financial hardship resulting from delayed implementation of the UC tool, HHSC will make advanced uncompensated-care (UC) payments to most hospitals participating in the 1115 waiver.  The advanced UC payments are considered interim and subject to reconciliation once each hospital’s final UC limit is determined.  HHSC is currently working to process advanced UC payments for hospitals for which HHSC has already calculated a 2012 hospital-specific limit (HSL) or transition cap.  These advanced UC payments will likely be processed in October, 2012, and will be reconciled to the UC maximum payment amount calculated from the TXHUC after it is submitted.  More information on advanced payments will be forthcoming in September. 

Hospitals that do not have a 2012 HSL or transition cap on file with HHSC will not be eligible for advanced payments; the TXHUCs submitted by these hospitals will be given priority processing upon submission.
