NOTICE- Delayed Implemenation of UC Tools and Advanced UC Payments to Hospitals

Delayed Implementation of UC Tools: The Texas Hospital Uncompensated Care Tool (TXHUC), the Texas Physician Uncompensated Care Tool (TXPUC) and instructions for both tools are being removed from the Health and Human Services Commission’s (HHSC’s) Rate Analysis Department website. The TXHUC and TXPUC tools are being revised and will be reposted on the website during the first week in September.

Providers will have 30-days from the date of the reposting to complete the revised tools. The reposting will include enhanced guidance to providers in completing the TXHUC and TXPUC tools. We appreciate all the feedback and questions that providers have given us regarding the completion of these tools. It is because of this feedback that we feel it is necessary to revise these tools and provide additional guidance.

Please do not submit the current tools. Providers should continue to collect the data necessary to complete the revised tools once they are reposted. Thank you for your patience as we refine the tools and work to make the collection of this important data to pay for uncompensated care more accurate and efficient.

Advanced UC Payments to Hospitals:  To avoid potential financial hardship resulting from delayed implementation of the UC tool, HHSC will make advanced uncompensated-care (UC) payments to most hospitals participating in the 1115 waiver.  The advanced UC payments are considered interim and subject to reconciliation once each hospital’s final UC limit is determined.  HHSC is currently working to process advanced UC payments for hospitals for which HHSC has already calculated a 2012 hospital-specific limit (HSL) or transition cap.  These advanced UC payments will likely be processed in October, 2012, and will be reconciled to the UC maximum payment amount calculated from the TXHUC after it is submitted.  More information on advanced payments will be forthcoming in September. 

Hospitals that do not have a 2012 HSL or transition cap on file with HHSC will not be eligible for advanced payments; the TXHUCs submitted by these hospitals will be given priority processing upon submission.

RHP 12 Full Region Planning Meeting Scheduled for September 6th

We have reserved Thursday, September 6th from 2-4pm for our next regional meeting.

Depending on the status of the PFM and DSRIP Planning protocols, this meeting will be either a face to face or WebEx. We will update you on details once a decision is made on the type meeting.

Hospital UCTOOL Posted - Sept. 10th Deadline

The Texas Health and Human Services Commission has posted each hospital’s partially completed FY2012 UC Tool. Completed UCTOOL applications must be submitted no later than September 10, 2012. Hospitals that wish to receive payment from the UCPOOL in FY2012 must complete the UCTOOL.

To access your hospital’s data:

  • 1. Navigate to the agency’s rate analysis
  • 2. Click and open the UC Tool  link near the middle of the page
  • 3. Click on then your hospital.

 

The rate analysis Waiver page has additional information, including instructions for completing the UCTOOL. THHSC is working on a FAQ for the UCTOOL.

UPDATE - AUGUST 16th Regional Meeting WEBINAR
