RHP 12 DSRIP in Action- StarCare Specialty, Lubbock, TX-23 Hour Extended Observation Unit and 1115 Clinic 2-RECAP

Regional Healthcare Partnership 12 along with StarCare Specialty in Lubbock, TX hosted a DSRIP in Action event on Friday, August 11, 2017. Hosts for the event were Annette Gary, Associate CEO for Program Operations, Leonard Valderaz, Behavioral Health Director, and Bobby Carter, Acute Behavioral Health Care Director. There were 24 attendees representing 7 different regional provider locations at the event. Other attendees included representatives from Amerigroup and Managed Care Center of Lubbock.

Annette, Bobby, and Leonard shared details on their Psychiatric Crisis Center that offers a 23-hour Extended Observation Unit and a follow up 1115 Clinic.  StarCare Lubbock shared how they manage the need/demand for services related to these projects, how collection of date for both analysis and reporting is performed, the external waiver review process, Quantifiable Patient Impact, Medicaid/Low Income/Uninsured, Category 3 measures, recruitment and retention of nursing staff. 

Following the presentation, everyone enjoyed a networking lunch and a tour of StarCare’s facility.

RHP 12 Regional Learning Collaborative Event-September 2017

The RHP 12 Regional Learning Collaborative Event is scheduled for Thursday, September 28, 2017.  The event will take place in the McInturff Conference Centerin Lubbock, Texas. Below you will find all of the information you need for registration.

Estimated Timeline

  • Through July 7, 2017- Gather stakeholder feedback on the draft Measure Bundle Protocol using the survey posted on the waiver website.  HHSC is particularly interested in  feedback on Category D measures
  •  Late July 2017- Submit Measure Bundle Protocol to CMS for approval, including any updates to the PFM based on the Measure Bundle Protocol.
  •  July/August – release of full draft of Category C Compendium of Measure Specifications
  •  August 2017 – DY7-8 proposed rules posted for public comment.
  •  August/September 2017 - Targeted CMS approval of protocols.   
  • January 31, 2018 – Anchors submit RHP Plan Updates.

*All proposals are contingent on the outcome of CMS negotiations.

RHP12 DSRIP in Action- - Lynn County Hospital District, Tahoka, TX- Patient Care Navigation -Recap

Lynn County Hospital District along with Regional Healthcare Partnership 12 hosted a DSRIP in Action event Friday, June 16, 2017. Twenty six attendees representing 13 different regional provider locations joined us for the event.

Donna Raindl, Controller/Compliance Officer, and Pete Paniagua, Patient Navigator/Financial Assistance presented their Patient Care Navigation project which was implemented to improve Lynn County Hospital District’s (LCHD) ability to reduce non-emergent ER visits and to provide low- income, high risk patients with quality health care at lower cost to patients. To launch this project, LCHD hired a Patient Navigator to oversee the Indigent/Charity Program full time. The patient navigator attempts to reach 100% of the MLIU patients that present thru the ER. The Patient Navigator has established a valuable network with Texas Workforce Commission, Department of Assistive and Rehabilitative Services, South Plains Community Action, SSI/SSDI Disability Advocates/Attorneys, and other Social Service Agencies which assist him in connecting their patients to the resources needed. Since program inception 733 clients have received services from this program. Currently they have 131 active clients enrolled.
